Welcome Mexican Hemp Growers!
1) History of hemp in Mexico
Hemp was first introduced to Mexico when the Spanish brought the seeds over to create textiles of the “New World”. Mexico continued to cultivate hemp over the centuries and expanded its uses to medicinal, nutritional, and ritual purposes. However, in 1920 the Mexican government prohibited the possession, production, and sales of all forms of cannabis. In 1961, the Single Convention on Narcotic Drugs further tightened regulations on cannabis.
In 2017, Mexico reconsidered its ban and approved the importation, exportation, and merchandising of hemp products with ≤1% THC. Hemp activities are now lawful and operate in a free market economy with minimal oversight, providing opportunities for entrepreneurs. Federal agencies to regulate hemp will be established by 2024.
2) Oversight & regulatory agencies
- SENASICA — issues cultivation and processing licenses
- SADER — issues permits to import seeds
- COFEPRIS — regulates importation of raw materials
3) Market opportunities & demand
Numerous hemp-related products, including supplements, cosmetics, foods, and oils, are available to Mexico’s population. Hemp and cannabis oils are organic and chemical-free, which aligns with Mexico’s natural remedies culture. Mexico is Latin America’s second largest market for personal care products, with a population of 132 million. In 2019, Mexico’s CBD and hemp market was valued at $47 million and could reach $275.8 million by 2025.
