To expand opportunities, Costa Rica passed Medical Cannabis & Hemp Bill #21,388 (Oct 2021). By Sep 2022, Law No. 10113 was incorporated, classifying industrial hemp as <1% THC and available to the public. Medical cannabis remains tightly regulated.

Licenses are granted by IIRCCA under the Ministries of Agriculture & Health. Permits are free, valid 6 years, and allow one to:

Hemp enables creation of 24,000+ materials spanning food, textiles, cosmetics, bioplastics, building materials, and pharmaceuticals. Incentives include credit access, training, and technical assistance. The Ministry of Health promotes R&D to ensure safe, regulated products.
