Mexico’s new organic crop: hemp

Hemp was first introduced to Mexico when the Spanish brought the seeds over to create  textiles of the “New World”. Mexico continued to cultivate hemp over the centuries and expanded the uses to medicinal, nutritional, and ritual purposes. However, in 1920 the Mexican government prohibited the possession, production, and sales of all forms of cannabis. And in 1961, the Single Convention on Narcotic Drugs further tightened regulations on cannabis. 

Yet several decades later in 2017, the Mexican government has reconsidered its ban on cannabis and approved the importation, exportation, and merchandising of hemp products that do not exceed 1% THC. Hemp and all hemp-related activities are now lawful in Mexico and are currently operating in a free market economy with little government oversight. This provides an amazing opportunity for entrepreneurs to take advantage of the current regulations and set forth on business plans without the hassle of paperwork or compliance.

However, Mexico’s minimal oversight is only temporary and federal agencies in charge regulating cannabis and hemp, will be established by 2024. Departments proposed to oversee hemp and cannabis related activities are:

National Service of Health, Food Safety, and Quality (SENASICA)-

  • issue cultivation and processing license 

Ministry of Agriculture (SADER) -

  • issue permits to import seeds

Federal Commission for the Protection Against Sanitary Risks (COFEPRIS) -

  • regulate importation of raw materials
